After the Marshall Fire, septic review can come before rebuilding

The December 2021 Marshall Fire burned through neighborhoods near Louisville and Superior, and rebuilding there turned out to be about more than the new structure. Where a home runs on an on-site wastewater treatment system, the OWTS path shapes the building path too.

The two permits move together rather than in sequence. For fire-affected properties, the septic design and permit questions need to be settled before or at the same time as the building permit, because a building permit can be held until the OWTS design is approved. Start the house drawings without the septic answer and the whole timeline can stall waiting on the part underground.

The lesson reaches well past one disaster. Any time a home is replaced, expanded, or substantially changed, wastewater capacity and the condition of the existing system can become part of the work. A septic tank replacement, a higher bedroom count, or a system damaged by heat or equipment may each trigger its own review, and none of that is visible from the floor plan.

So the septic question belongs near the front of the plan, not bolted on after the house is designed. Bringing Boulder County Public Health into the conversation early keeps the wastewater review from becoming the thing that holds everything else.
