A Clear Creek certificate of occupancy depends on more than the house

Walls up and roof on is a satisfying milestone in Clear Creek County, but it is not the same as a home you are allowed to move into. A certificate of occupancy turns on the whole project being finished, and “the whole project” reaches well past the house itself.

Construction has to be complete, and the permits that travel alongside the build have to be finaled too: the driveway, defensible space, septic, and electrical permits each need their own sign-off. Any one of them left open can hold up the certificate, even when the rooms look ready to furnish.

In a mountain county that logic is hard to argue with. Getting up the access road, handling wastewater on site, keeping defensible space around the structure, passing each inspection — all of it shapes whether a house can be lived in safely. A finished kitchen does nothing for a driveway permit that never closed out or a septic approval still short of its final inspection.

So the thing worth tracking is the full set of permits, not just the one on the building. Knowing which permits are still open, which inspections remain, and which department signs off on each piece keeps surprises out of the file. It is a much lighter task to stay on top of while the work is active than to untangle days before a closing.
