Denver landmark projects need design approval before the permit

Owning a Denver landmark, or a property inside a historic district, adds a step that most permits do not have. Before the building or zoning permit comes a design review.

The review ends with a Certificate of Appropriateness, issued by Landmark staff once the project has been looked at and approved. That certificate, along with the approved materials, then has to go in with the building or zoning permit application. In practice the design door opens first, and the permit door waits on it.

This applies to exterior work, the kind a contractor might be all set to start: replacing windows, changing a porch, rebuilding a storefront, altering a roof. Any of those can need a design sign-off before the city will process the permit, which is easy to miss if you are used to ordinary projects where you pull a permit and go.

The practical upshot for a buyer is that landmark status is more than a plaque on the front. It can shape the schedule, the budget, the materials you are allowed to use, and which changes are on the table at all. An old building in a protected district will not always update like any other house, so it is worth pricing in that review early.
