A tax bill is really a stack of separate bills bundled into one. A single parcel can sit inside a school district, a fire district, a water or sanitation district, a recreation district, a town, and the county all at the same time, with each layer drawing on the same piece of land.

Every one of those taxing entities has its own job and its own rate, written as a mill levy and set by that entity alone. Add up the levies for all the districts serving a parcel and you have the figure that drives its tax bill. Nothing about the bill is set by a single office; it is assembled from many.
