Most storm drains in unincorporated Jefferson County do not go to a treatment plant. They run straight to creeks and rivers, so whatever rides the runoff arrives downstream almost as it left your property.
That is the logic behind the county’s illicit stormwater discharge ordinance, whose purpose is to keep pollutants out of the municipal separate storm sewer system, or MS4, and to protect public health, safety, and welfare. Jeffco is on the hook for the quality of stormwater that drains off properties into that system and discharges to state waters, which is why it sets rules for what is allowed to enter a drain.
The reach is wider than people expect. Yards, driveways, shops, horse areas, parking lots, and construction sites all feed the same network. Oil, sediment, concrete washout, chemicals, yard debris, and dirty wash water each turn into a stormwater problem the moment they slip into a ditch, inlet, road, or drainageway, where there is no filter waiting to catch them.
The fix is a single habit. Before washing, dumping, draining, or storing material outside, picture where the runoff actually goes. If the honest answer is the storm system, change the plan, move the work to where it drains to grass or a proper drain, or contain it. The creek downstream is counting on that pause.
