Jeffco's owner-builder route is a narrow exception

The owner-builder route in Jeffco sounds like a clever way around hiring a licensed contractor, and for one honest project it can be. A property owner may act as their own contractor on a residential dwelling, or on accessory buildings, when the work is meant for the owner’s own personal use and occupancy. That is the whole shape of the exception: your home, built by you, for you to live in.

The number that keeps it honest is one. Under this exception, a person may pull a building permit for a single residential dwelling within any 24-month period. That window is enough to build a house and settle into it without anyone questioning your status.

Step over that line, though, and the rules see right through it. Anyone obtaining permits for two or more residences in unincorporated Jefferson County within 24 months is treated as a contractor and has to meet the contractor license requirements like everyone else.
