A pothole in front of your house feels like one problem, but who fixes it depends entirely on who owns the road. Along the Front Range, where Jefferson County’s foothills towns sit cheek by jowl with city limits, state highways, and gated subdivisions, a single neighborhood can carry roads owned four different ways.
