Which road your driveway meets decides who you answer to. On the Eastern Plains, plenty of farm entrances and rural home accesses connect straight onto a state highway, and that single detail pulls the whole question up to the state level.

Where a roadway meets a piece of land development, the state manages how that connection works. The State Highway Access Code sets the standards for any access onto a Colorado state highway, and an application is required to build, relocate, close, or modify an access point. Even a change in how an existing access is used can trigger the same process. So a farm entrance, a commercial driveway, or a home access that has always felt like a private matter may run through CDOT once a state route is involved.
