West of Julesburg, near the town of Crook on the Logan and Sedgwick county line, Jumbo Reservoir draws anglers, campers, and birdwatchers to a stretch of open water on the eastern plains. It is easy to treat it like a state park, but it is managed differently, and that changes the rules.
Jumbo is a State Wildlife Area, run by Colorado Parks and Wildlife. State Wildlife Areas are bought and maintained largely to support wildlife and the people who hunt and fish. Because of that, access usually requires a valid hunting or fishing license, or a separate SWA pass, for visitors of a certain age — not the parks pass you might use elsewhere. The allowed activities, hours, and seasonal closures are set by CPW and can differ from a park.
A couple of practical notes for the water itself: if you bring a boat, aquatic nuisance species inspection rules apply when the inspection station is open, and there are rules about staying clear of the dam outlet. These exist to keep invasive mussels and weeds out of Colorado water.
