Crossing a Cheyenne County road with utilities needs county review

A Porch Note from Colorado Porch — plain-English local details for all 64 Colorado counties.

On rural land, a new line feels like a purely private project right up to the moment it reaches the county road. At that boundary, Road & Bridge becomes part of the plan whether you expected it or not.

There are two paths, sorted by pipe size. A construction permit covers utilities placed in the public right-of-way for lines two inches or less in diameter; anything larger needs a perpetual easement instead. The construction permit gathers the landowner, the contractor, the type of installation, the road numbers, the work location, and the construction schedule.

What follows reads like plain road sense. Whoever holds the permit owns and maintains the installation, protects passing drivers with signs or signals, keeps open trenches out of the traveled roadway after dark unless cleared otherwise, restores the right-of-way once the work is done, and calls utility companies for locates. Notice goes out before work starts, and a Road & Bridge foreman inspects the line before anyone buries it.

The thing to do, then, is call the correct Road & Bridge district before you trench for water, gas, electric, fiber, or any other line near a county road. The utility right-of-way permit form is posted on the Road & Bridge page, and the department can tell you which district covers your stretch of road.
